From a development planner to a freedom fighter, a legislator, a policymaker, the founder of Kulmiye Party, and the 4th President of the Republic of Somaliland, His Excellency Ahmed Mohamed Mohamoud Siilaanyo’s life is a remarkable testament to dedication, perseverance, and transformative leadership. As a leader, he embodied academic excellence, democratic values, and a visionary approach that left a lasting impact on Somaliland’s political and socio-economic landscape.
As highlighted in the “Ahmed Silanyo’s” biography book by Abdirahman Yusuf Artan, Ahmed Siilaanyo’s journey began with an unwavering commitment to academic excellence. Excelling in his studies, he graduated as a straight-A student, finishing first in his class. His intellectual capabilities became the cornerstone of his leadership, enabling him to unify diverse groups toward common goals. This quality was particularly evident during his opposition years, where he brought together Somaliland’s elite, fostering unity and collaboration for the greater good.
As a transformational leader, Ahmed Siilaanyo spearheaded economic reforms that accelerated Somaliland’s development. His tenure is marked by flagship initiatives such as the “Education for All” program, which significantly expanded access to education for Somaliland’s youth. He prioritized infrastructure development, including the expansion of Berbera Port, improvement of road networks, enhancement of healthcare systems, and the modernization of the Somaliland armed forces. Notably, President Siilaanyo made history by introducing a ranking system for the armed forces, a first in the nation’s history. He also lowered the age limit for local council candidacy to 25, empowering youth to participate in governance, and replaced the old Somali Shilling in Lasanod with the Somaliland Shilling for the first time. These visionary reforms not only strengthened Somaliland’s economy but also improved the quality of life for its citizens, leaving a lasting legacy of progress and innovation.
Ahmed Siilaanyo was deeply rooted in democratic principles, respecting differences and fostering inclusivity. His tenure as the Chairman of the Somali National Movement (SNM) from 1982 to 1990 demonstrated his ability to navigate diverse perspectives. His SNM comrades recall his fairness and respect for differing opinions during the liberation struggle, qualities that he carried into his presidency. As a president, he set an example for younger generations, demonstrating how leadership thrives on dialogue and mutual respect. A steadfast human rights champion, he consistently advocated for the protection of human rights and freedom of speech, making these values central even during his time in the opposition.
Siilaanyo’s public service career spanned decades, beginning as an official at the Ministry of Planning and Coordination in Mogadishu from 1965 to 1969. He later served as Minister of Planning and Coordination (1969–1973) and Minister of Commerce (1973–1978, 1980–1982), gaining invaluable experience in governance and development planning. His leadership extended to Somaliland, where he served as Minister of Finance (1997–1999) and Minister of Planning and Coordination (1999–2000), introducing significant fiscal reforms and development policies. His tenure in the House of Representatives (1993–1997) further solidified his legacy as a dedicated legislator.
During his years as an opposition leader in Somaliland, Siilaanyo’s resilience and public service spirit inspired many, including me. His ability to connect with people and remain steadfast in his vision for a better Somaliland was truly inspiring. My close interactions with President Siilaanyo, facilitated by the University of Hargeisa, allowed me to witness his values firsthand. His dedication to public service motivated me to pursue a similar path, beginning as the Director-General of the Ministry of Planning & National Development and later serving as the Director-General of the Ministry of Trade and Tourism.
Ahmed Mohamed Mohamoud Siilaanyo’s life and career reflect the values of service, vision, and dedication to his people. His contributions as a development planner, policymaker, and leader continue to inspire the nation he helped shape. As a public servant, I am honored to follow in his footsteps and uphold the principles he championed. Siilaanyo’s legacy serves as a guiding light for Somaliland, encouraging future generations to dream boldly and lead with integrity.
President Ahmed Mohamed Mohamoud ‘Siilaanyo,’ a monumental figure in Somaliland’s history, passed away on November 15, 2024, leaving behind a legacy of unwavering dedication, visionary leadership, and selfless service. Surely, we belong to Allah, and to Him, we shall return. May Allah envelope him in eternal mercy, and grant him Jannatul Firdaus.
