Security and the rule of law are among the most fundamental responsibilities of government. Yet for many years, Balli Abane District faced a serious challenge in fulfilling this responsibility. Whenever security incidents occurred, the local police operated under extremely difficult conditions.
The district had no proper police station. The only facility available was a single-room structure built during the Siyad Barre era, decades earlier. It was inadequate for modern policing and incapable of meeting the growing security needs of the community. Even more concerning, there was no jail facility where suspects could be lawfully detained. This created significant operational challenges for law enforcement and weakened the district’s ability to maintain public order and uphold the rule of law.


Recognizing the urgent need for action, I began exploring ways to mobilize resources for the construction of a modern police station and detention facility. My first step was to seek funding through government channels. However, no budget was available for the project at the time.
Rather than allowing the situation to continue, I worked with stakeholders to develop an alternative solution. An advance was secured from the Bank of Somaliland against funds that had already been allocated to Balli Abane District by the Kulmiye Party Government. This innovative approach allowed the project to move forward without waiting for future budget disbursements.
The financing of the project reflected a remarkable partnership between government institutions, local leadership, and individuals committed to improving public security. Together, these contributions made it possible to transform a long-standing challenge into a lasting public asset.
The result was the successful construction of a modern Balli Abane Police Station, complete with an integrated detention facility designed to meet contemporary standards. Importantly, the facility was built with gender-sensitive considerations, ensuring appropriate accommodation and treatment for both male and female detainees.
Today, the police station stands as more than just a building. It represents a commitment to public safety, effective governance, and community resilience. It provides police officers with the facilities they need to perform their duties professionally and gives citizens greater confidence in the institutions responsible for protecting them.
The Balli Abane Police Station demonstrates what can be achieved when leadership, innovation, and collective commitment come together to address local challenges. It is a reminder that even in resource-constrained environments, meaningful progress is possible when communities refuse to accept limitations and instead work together to build solutions.
